The EIM Manager position will have responsibility for operation of Dignity Health’s 24-hour|seven-days-

per-week Enterprise Identity Management (EIM) department including deploying proper staffing, ensuring IBM Initiate (Initiate) system operational and data integrity, facilitating internal and external Initiate training, and partnering on various corporate systems improvement efforts. The Manager will also serve as a resource to Dignity Health colleagues to support the research, analysis and resolution of highly complicated and time-sensitive patient and provider identity and associated information structures across multiple corporate data management systems and among diverse hospital and corporate departments. In addition, the Manager will ensure departmental compliance with all applicable policies, procedures, and regulations, monitor and develop staff, utilize performance reporting tools to help further organizational objectives, and serve as a Subject Matter Expert (SME) and contributor to corporate information quality and integration projects.

Core Duties:

  • Management and leadership of all EIM staff including encouraging and maintaining a positive working environment, fostering open communication, setting goals, development, providing coaching and mentoring, maintaining accountability, coordinating scheduling and payroll, and aligning training that creates, maintains and grows a capable and professionally skilled staff.

  • Staff recruitment, interviewing, development and delivery of annual performance appraisals, documenting and addressing staff disciplinary matters, and leading termination efforts in coordination with Dignity Health management colleagues.

  • Ensure departmental compliance with all applicable internal and external policies, procedures and regulations. Re-design existing and develop new departmental procedures as the business and its operations evolve.

  • Continually identify and delegate tasks and responsibilities to staff where doing so is both commensurate with staff skills, serves to further staff development, and contributes to an increasingly efficient operation of the department.

  • Maintain an awareness of Initiate system operational status and data integrity and quickly intervene where potential adverse conditions or circumstances are suspected or become known.

  • Remain cognizant of work flows and processes internal and external to the department with an objective of driving operational standardization by teaming with staff and business leaders to improve performance.

  • Work collaboratively with Dignity Health Information Technology (IT) staff on Initiate system performance issues and upgrades. Serve as SME in instances where business workflow processes and data (upstream and/or downstream) are impacted by, or interface with, the Initiate system.

  • Partner with Dignity Health leaders and staff to identify information quality and flow impediments and contribute to the development of solutions to support performance improvement efforts throughout the organization. Assist facility and business office colleagues by providing analytical and technical assistance.

  • Utilize various Initiate system reporting tools as well as producing and developing reports to monitor and document staff and departmental performance, identify gaps, and highlight opportunities for improvement of work quality, consistency and quantity.

  • Monitor staff work efforts to resolve actual and potential duplicate provider and patient medical record conditions, investigate and rectify potential medical record overlays, rectify database linkage conditions, and address inactivated records—all within multiple source and destination systems.

  • Ensure that staff work flow received from corporate and facility colleagues is addressed in a comprehensive and timely manner and in accordance with applicable standards and protocols.

  • Ensure department staff maintain and nurture ongoing, open and professional communications with colleagues of other departments (e.g., Emergency Department, Health Information Management, IT, Patient Financial Services [Dignity Health Medical Foundation], Patient Registration).

  • Serve as a SME and liaison to Dignity Health colleagues in other service areas to support MIM work centralization efforts, share best practices, and identify opportunities to leverage and expand the MIM assets of the Sacramento Service Area (SSA).

  • Assists Director, Process Reengineering – System Selection and Implementation, SSA with preparation of annual capital and operating budgets for the MIM department, monitors monthly budget performance against plan, and maintains labor and non-labor costs within budget parameters.

  • Attends and participates in ongoing educational opportunities focused on relevant technical and management disciplines.

  • Fosters professional relationships with peers as a means for collecting customer feedback, gauging departmental performance, and exposing opportunities for improvement.

  • 4 years in a health care related industry.

  • 4 years information management services.

  • Previous staff management and leadership.

  • Expertise with IBM Initiate.

  • Strong understanding of data matching techniques and algorithms utilized for identity management.

  • Demonstrated aptitude for routinely and successfully leading a team of analysts in the solving of exceedingly complicated information structures across multiple technology platforms and in a highly regulated business environment.

  • Sufficient understanding of the nomenclature used in health care clinical settings.

  • Highly proficient user of Microsoft Office (Excel, Outlook, Word [diagramming]).


  • Expertise with Adobe Acrobat Pro, GE Centricity, Rubicon, and Snagit.

  • Ability to develop and deliver credible and professional presentations to non-technical audiences.

  • Ability to assemble and structure extracted system and staff performance data into useful and professional reports.

  • Work experience within a hospital setting (clinical or non-clinical role).



  • Bachelor’s degree.

  • Relevant health care-related training and/or certifications.
